The murderous Shivers the Clown breaks out of a mental facility and continues his relentless pursuit of Lynn Blodgett, now joined by two equally dangerous accomplices. However, Detective Peters, who thwarted Shivers in the first movie, returns with a new resolve—he’s more determined to eliminate Shivers permanently rather than just capture him.
