Officer Alex Kearney is assigned to patrol a wealthy area in Philadelphia, where he stops a powerful executive who vows revenge. Before long, Kearney finds himself reassigned from his comfortable suburban post to the most dangerous precinct in the city. There, he teams up with seasoned and hardened cop Dennis Curran. Although their relationship is initially strained, Kearney quickly demonstrates that he can handle the criminals with equal toughness.
