Betrayed
In an attempt to gain control over the city, the Mayor invites the Russian Mob in. However, he soon discovers that they have no intention of adhering to his regulations. To resolve this issue, he agrees to a plan to betray the Russians and make way for the Cartel. Once the Russians learn of this betrayal, they retaliate by kidnapping the Mayor’s daughter, setting off a serious conflict.
