When enigmatic foreign investors arrive with plans to demolish Treasure Town and build an amusement park, Black and White encounter their most formidable foes yet. The city’s destiny rests on the shoulders of the fierce Black, while the gentle White must save Black from his own inner darkness. In the streets of an unnamed city, the high-flying street kids Black and White strive to defend their territory from rival gangs. Despite his toughness in battles and with weapons, White is an 11-year-old who struggles with basic tasks like dressing himself. Black, slightly older and more experienced, cares for White with a fatherly affection. They both regard the city as “our town.” Similarly, the weary yakuza boss Suzuki, known as the Rat, views the city as his domain. Dissatisfied with the town’s tranquility, Suzuki schemes his comeback, much to the dismay of the local police.
